This reminds me of an Italian friend of mine whose Grandfather fought in WWII. Every Memorial Day, someone would place an American flag on his grave along with the other veterans in the cemetery. Except... he fought with the Italians. He didn't move to the US until after the war.
But he was a veteran, and he did fight for his country, so he should be honoured.
