There is no formula substitute for breast milk. No formula contains human milk oligosaccharides. The widespread switch from breastfeeding to formula will have long impacts on humanity we are only just beginning to understand. Our seeming epidemic of autoimmune disorders may be one.

Perhaps the shortage will have the silver lining of bringing more children proper breast milk.
