I revisited the term "noble savage" while I was researching this topic and, as I suspected, it perfectly describes what the UN is doing. While I didn't use the term, it's important for audiences to see that the UN, and the environmentalists who look to indigenous peoples, are part of a 400 year tradition of Western racism, now used in the context of climate change. No one needs to see that more than the indigenous peoples asked to bring their knowledge to the table.
