I never understood the sea wall concept. The amount of earthmoving, engineering, steel, concrete and dollars is enough to build a new city behind the old one, above final sea level. The Chinese build a new city every year. Sea walls are a lack of imagination, protecting what is already lost for private, not public, benefit.
